Do you pick users to mod, or run a election to pick mods?

What would be your method for hiring on mods to your forum? I usually just pick out people who I respect and ask if they'd like to mod. But I've always sort of wanted to run an election to pick my mods. Like have two or more people argue about who would be best for the job and why, and each of them would campaign with the users on who should be elected to a mod position. Do you think that would go over? Or would picking your mods be the best choice?

Well, I have never made my users a moderator either by picking him or running elections. I have hired moderators only on a few occasions and I hired someone I knew from real life. My forums are small, so I do not frequently hire moderators. I do not have any moderators on any of the forums I am running these days
 
When it comes to getting a mod that's going to work for me in my forum, there's no elections needed for it. The person must prove to me that he's got the skills to deliver as a mod before I will hire him or her. I'm never going to give out a staff position based on personal relationships or favor.
 
I have not made anyone into a mod yet. If the time comes where I would need them, then I would pick the first two and if we need any more after that, I would let the mods decide on who they want or if they would rather hold a vote.
 
If your forum is becoming very active, there is a need to hire moderators and other staff members who are to help with the forum's management. Too much work on only the forum owner will burn him out too quick. I will hire mods whenever it's convenient for their services.

Choosing or hiring forum staff members should be based on merit and qualification and not based on election. This is because when you are hiring based on merit and qualification, you will always hire those that are best suited for the job. This is something that is going to help your community on the long run.
