Do you need a permit for all work done to a house?

When it comes to remodeling a home, adding an extension or just doing some house upkeep, do you always need to get a permit taken out in order to do any construction work? I imagine if it's work inside the home, you can probably get away with not getting a permit, but anything on the outside of a home might require a permit correct? What if it's just repairing a door or window? I figure an extension or an add-on will require a permit, but small things don't. Right?

In our country, you need a permit to build a house. You will have to submit your design to the municipal commissions and get approval. Apart from building permits, you do not need anything. Even though you are not allowed to make changes to your initial designs, and you need a seperate permit to make changes, thisd rule is not strictly implemented.
