Do you ensure all your forum is set up before you advertise?

When creating a new forum, do you ensure everything is set up, be it a theme, add-ons, the forums themselves, are all set up and ready to go before you post your first advertisement for the forum? Or do you advertise it beforehand to build up hype for the site? Which do you find to work out the best in bringing in new members to a new site/forum?

I am not a fan of running ads for my forums. As soon as the forum is set up, I privately hire people to create content. I feel that hiring posters for your forum is better than running ads. I do not think people join a forum just because they see some interesting ads. These days people rarely post on forums just for pure passion. They are mostly using forums for incentives and free marketing.
 
A lot of advertisement providers are not even going to allow you to please advise if you do not have some setting presence in your website. I also believe it is important to build a community first.
 
I would actually say that it is the right thing for you to do to make sure that everything about your website have already been planned and executed before you start advertising so that you are going to be getting traffic to the website when it's ready to have impact. Unless you want to give some people early access.

You make a valid point. Many advertisement providers require websites to have a certain level of established presence and traffic before allowing them to participate in their programs. Building a community around your website is an essential step in creating a successful online presence.
