I think They are referring to offline mining rigs. Due to the fact that the price of bitcoins is down , it will encourage a lot of miners from mining cryptocurrency since they won't be able to sell it for a reasonable value.

I was believing that miners will automatically double their mining activities as the price of cryptocurrency as drop so as to be able to sell it when the price is higher . But This seems not to be the case.j
