Well, you need premium software like XF or open source like phpBB to create a community. However, you can also build your community on Facebook and Discord. There are limitations however, it does not cost you any money and it is easier to build activities on these social platforms compared to proper online communities. Well, your communities built on social platforms are not completely yours but you can run a community, nevertheless. Its is better than free hosted communities.

It is very hard to pull people off of Discord. Once they are used to it, people tend to prefer it. Same with other social media giants. People that like to be a part of forums are almost always already part of one or more forums.
 
The primary reason why people join a community be it a forum or social media communities is because of your content. However, gaining visibility on your social media community seem to be little easier than online forums. For example, you can easily build community on facebook by advertising your community, which is quite impossible for forums.
