Catching an employee breaking the rules, do you report it?

If you catch a co-worker of yours doing something against the jobs rules, do you ever report them? Of course within reason, if it's nothing major, I would probably let it pass, but if they happen to be stealing or anything like that, I will warn them first and let them know to return the money. If they don't I will likely report them. What would you do in a situation like this?
