Cannot install wordpress importer

I am trying to install wordpress installer for importing wordpress files to a new wordpress installation.
I am getting the message,
Installation failed: Connection lost or the server is busy. Please try again later.
What could be the possible the reason for the problem?

This is a generic error from WordPress and can mean a lot of different things, whether it be user-sided or server-sided. It seems that you are having quite a bit of trouble with your host. Have you considered moving to another host?

I am using more than 15 different webhosting companies,some of them are having problems and I shift to the next hosting company

They have already stated the reason for you. Some times when the problem happens, it might be from your internet connection or web hosting company you are using.

If the import does not work, try a plugin called all in one wp migration. I have been using this plugin for a long time.
