It depends on what the purpose of the link directory is. You specifically mention SEO. Not everyone utilizes link directories for SEO pursuits.Well, I am no longer a fan of link directory. I believe that link directory submission for SEO no longer works.

If it is (as has been commented on) a pursuit for SEO benefits, frequently those type of directories end up being trash as many of them are/were spun up in the SEO marketing hey-days to get money.This is interesting to know! Several of them that I tried were dead.Dang this website is 21 years old! It's interesting to see it's still around, though it looks like it might not be well maintained since some of the links no longer work. I'm still going to have to look through the links and try to find some that still work.

If it is one that is related to a niche like mine or others that can utilize one, they are usually a little higher quality links. And that is usually because the entries are made by users that are interested in the niche and not by webmasters/admins that are concerned with driving traffic to a site.
It is like any tool. A tool can be used for what it was intended, or forced into another use that works, but was never it's intent.
Several of my link directory listings are showing up in Google Analytics and Google Search. So they aren't being ignored.
They are driving traffic to MY site, and then from there to the site they link to.

Not sure general directories are useful anymore. I remember the days of Yahoo directories and GEocities directories, so fun
