I think it depends on how much knowledge a person has about a specific niche. Sure anyone could try their hand in a general discussion forum, but will it be a thriving forum? I say those who are new to owning a forum should make a forum on a subject that they are very passionate about. Get someone who is experienced in the world of forums to help along the way and then they can have a fun, vibrant community.

Hardest... without a doubt will be gaming.
Because everybody and their brother, sister, aunt, uncle, 1st-3rd cousin, grandpa/grandma, step-parent, step-sibling seem to want to start one.
As for easiest... there is no simple answer to it. If you don't have any knowledge of the niche, you aren't going to be able to contribute into getting content generated.
Generally the easiest will be on one about a topic that the person is enthused AND knowledgeable about. Simple enthusiasm alone will not cut it.

Overly repetitive niches can be hard to break into since they are all over the place, so there is a lot of competition. But, most overly repetitive niches out there can also be somewhat active.

I think a board like mine (forum resources) can be easy to break into once you find an audience because you have a lot to offer freely for those who want to make good use of it.

I once was running a crypto niche forum. I found it really hard to bring users and keep those who joined active. That was back in 2019. I think general discussion sites are really easy as this is general interest niche
